By putting his arm out of the window and being so close to the lion and then taking his gaze off the lion to look at the camera and forgetting to look that other lions might be wanting to chomp off his arms well, he is putting himself at risk and causing potential distress to the pride and visitors to the park. The rules of keeping the window closed and keeping all body parts inside the vehicle are there for a good reason. Safety.
